Tanzania Institute of Education (TIE) is a public institution under the Ministry of Education, Science and Technology.
The Institute is charged with the responsibility of interpreting government policies on education to befitting curriculum programmes and instructional materials in order to facilitate provision of quality education at pre- primary, primary, secondary and teacher education levels.
Originally, the Institute under the name of Institute of Education (IE), was established by Act No. 13 of 1963 as a constituent unit of the then University College of Dar es Salaam.
Its major function was to harmonize the teacher training function of the University College of Dar es Salaam with the then Ministry of Education in order to improve the teaching and learning process in schools and teacher education colleges.
The Education System in Tanzania
The system of education in Tanzania is categorized as pre-primary, primary, secondary, and higher education (United Republic of Tanzania-URT, 2014). However, compulsory basic education covers only pre-primary through to lower secondary levels.
The preprimary level covers one or two year(s) of schooling enrolling children aged 4-5 years, primary level is supposedly to take six years, though practically it takes seven years from grade one to seven.
At early primary level – grades one and two, the child is equipped with basic literacy skills required for further education development which includes reading, writing and arithmetic.
Further, after primary level, children need four more years for lower secondary level – marking the end of compulsory basic education cycle. At this level, students sit for examination to advanced secondary school level.
Having successfully completed advanced secondary education, the students join college or tertiary level of education leading to the award of a diploma or bachelor degree. The award of the bachelor degree enables one to join for higher degrees such as Master and/or doctorate degrees.
Pre-Primary Education in Tanzania
The education system in Tanzania comprises two years of pre-primary education, seven years of primary education, four years of ordinary secondary education, two years of advanced secondary education, and three or more years of tertiary/higher education.
Until 2015, basic education consisted of seven years of compulsory primary education for children aged 7-13 years.
A new policy in education and training, which was promulgated in 2014, has made some structural adjustment to integrate secondary education in compulsory and fee-free basic (public) education from 2016 onwards.
In addition, the policy adjusts primary school education from 7 to 6 years. It also makes a pre-primary education a one-year programme and compulsory for five-year-old children.
In fact, 3-4-year-olds can be enrolled if they are ‘ready’ to embark on school. Thus, the structure of the education system can now be described as: 1+-6-4-2-3+.
This translates into 1 (or more) year of pre-primary school, six years of primary education, four years of ordinary secondary education, two years of advanced secondary education and three (or more) years of tertiary and/or higher education.
In other words, pre-primary and secondary education have become an integral part of compulsory and fee-free basic education, at least in the country’s public education system. The education structure, however, is likely to change again since the current ETP is under review.

In the Convention on the Rights of the Child, which Tanzania ratified in 1991, there are two arguments that emphasize the importance of Early Childhood Education.
It argues that it should be a basic right for all young children and that it yields high economic returns for a nation’s development.
Tanzania was one of the first African countries to ratify this policy as well as a number of others such as the African Charter on the Rights and Welfare of the Child.
While they are progressive and see pre-primary education as a basic right, it is not mandatory and is up to parents whether or not their child attends before the age of five.
There is low public awareness about the importance of early education, especially in rural communities.
It is accessible to about 40% of pre-primary aged children, and the government is not currently making strides to increase this.
About 8.6% of teachers in pre-primary education are professionally qualified, and nutrition, physical health, and mental health, are not priorities of the system.
The curriculum focuses on teachers delivering curriculum in numeracy and literacy, with little room for feedback, questions, or more ‘creative learning’ such as storytelling, art, or peer interaction.
